USDA releases guidance for applying for forgivable rural renewable energy loans

The U.S. Department of Agriculture (USDA) recently announced almost $11 billion in funding that will help rural energy and utility providers bring affordable, reliable clean energy to their communities. The American Rescue Plan Act was the third major COVID-19 relief bill passed by Congress, the first under the Biden Administration. It directly funded state, city, and county governments to fill revenue holes caused by the pandemic and invest in projects to boost the economy, with a focus on infrastructure investment.

Projected Funding:  $350,000,000,000

Allowable Uses:

  • Advanced Metering Infrastructure,
  • Load Management System & Distributed Energy Resource Integration Solution,

Funds support innovative approaches to enhance the reliability and resilience of the nation’s energy infrastructure. This opportunity is expected to spur the development of next-generation tools and technologies that would reduce the risk of a cyber incident disrupting the energy system, including electricity generation, transmission, and distribution. The objective of this program is to enhance the reliability and resilience of the energy infrastructure. In the last round, projects focused on  Real Time Intrusion for Energy Delivery Control Systems, Self-Healing Energy Delivery Control Systems, and Innovative Technologies that Enhance Cybersecurity in the Energy Sector.

SHSGP supports the implementation of strategies to protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events. Grantees are expected to consider the most recent National Preparedness Report, which include cybersecurity, recovery-focused core capabilities, and enhancing the resilience of infrastructure systems.

Projected Funding:  $415,000,000

The Economic Development Administration (EDA) provides strategic investments to support economic development and attract private investment through infrastructure.

Projected Funding:  $184,000,000 is available annually

HMGP assists in implementing hazard mitigation projects following a Presidential major disaster declaration. FEMA’s hazard mitigation assistance provides funding for long term mitigation measures that reduce disaster losses in the future, including retrofits to utilities and other infrastructure to enhance resistance to natural hazards.

The Transmission Infrastructure Program is a federal infrastructure financing program aimed at expanding and modernizing the electric grid. The program’s primary goal is to leverage federal funds to support the development of critical transmission and related infrastructure.​

This program supports  smart grid initiatives, communications facilities for energy management, fiber to the meter for increased energy efficiency initiatives, and can aid in the support and deployment of broadband through the use of those facilities implemented for smart grid purposes.

The Community Development Block Grant Mitigation (CDBG-MIT) Program is an opportunity for grantees to invest in areas impacted by recent disasters to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses. The program aims to Increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardship by lessening the impact of future disasters.

Federal resources for Broadband Infrastructure

To bridge the widespread lack of affordable, reliable broadband access across the nation, this program offers grants to public-private partnerships to expand broadband access to every community and home nationwide. Grants are made to covered partnerships between state or local governments and broadband service providers for projects that deploy fixed broadband services to eligible service areas.
